Roy's record on balancing the budget, creating jobs, and fighting tax hikes is clear. As Governor, he created 235,000 jobs and left the state with a $700 million surplus. Throughout his entire public service career, Roy has always been a champion for tax cuts. Unlike Congressman Deal, who voted for the largest tax hike in Georgia's history, Roy pushed through the largest property tax cut in Georgia's history. Georgia was experiencing a serious economic downturn during Roy's first term--much like the one our state is experiencing now. Roy addressed the situation head on without raising taxes, laying off state employees or teachers, cutting HOPE scholarships, or reducing property tax rebates. Instead, Roy implemented a hiring freeze in all areas but law enforcement, and a prioritized system of cuts to programs and services. In 2002, the Cato Institute praised Roy's long record of fiscal responsibility, and rated him third among the nation's governors on tax and spending frugality. Roy did it once and he can do it again--no on-the-job training required.
