HOPE could add need-based grant under Senate bill AJC Get Schooled, by Maureen Downey The HOPE Scholarship could be expanded to include a small, needs-based category for low-income college students. The grant would not hinge on academic performance but depend solely on family income, which is not considered now in the merit-based HOPE Scholarship.
